Status: proposed Nexus policy / technical draft. Not an approved or independently assured credit standard.
| Principle | Required evidence / control | Failure treatment |
|---|---|---|
| Real | Activity completion and monitoring evidence | No issuance for forecasts |
| Measurable | Traceable quantities, units, measurement boundary and reproducible calculation | Return for correction |
| Additional | Method-specific counterfactual and additionality record | Ineligible or contribution-only reporting |
| Attributable | Signed allocation and environmental-attribute rights | Hold until resolved |
| Unique | Outcome pool, interval, meter, method and external-registry checks | Block duplicate issuance |
| Conservative | Reviewed uncertainty and adverse-effect deductions | Reduce quantity or reject unsupported estimate |
| Time-bound | Explicit monitoring start/end, local timezone and crediting rules | No perpetual annual assumption |
| Location-specific | Source and destination catchment, connectivity and local challenge | No basin-neutral equivalence |
| Traceable | Immutable version links and evidence lineage | Hold broken lineage |
| Retirable | Terminal serial transition and beneficiary | No reuse of retired units |
| Transparent | Public method/version, material assumptions and verification summary | Publication/redaction review |
| No double claim | Partner allocation totals ≤100%; claim framework and beneficiary | Disclose conflict; prevent exclusive duplicate claims |
These tests are proposed Nexus policy. They do not establish regulatory approval, social license or corporate target eligibility on their own. Human rights, community participation, access to remedy and protection of local water users are prerequisites, not premium features that can compensate for harm. Consent and Indigenous rights must follow applicable law and project context; a checklist is not a substitute for engagement.
No aggregate impact score can compensate for failure of an issuance prerequisite. Publish unresolved issues and reject proposals whose adverse consequences undermine the claimed beneficial outcome.
